Funding Opportunity for PCNs in Coventry and Warwickshire ICS Medicine Safety Improvement Programme (MedSIP)

Published on 21 October 2026

Health Innovation West Midlands is pleased to invite PCNs in Coventry and Warwickshire ICS to express their interest in participating in two funded quality improvement pilots focused on enhancing Health Action Plans (HAPs) and Structured Medication Reviews (SMRs) for people with a learning disability at risk of behaviour that challenges.

Delivered as part of the MedSIP programme, these pilots will bring together primary care teams to co-design, test and evaluate practical improvements, helping to identify and spread best practice across the ICS.

Funding is available to support participating PCNs to engage in the quality improvement activities associated with the programme, including attending project meetings, contributing to the development of SMART aims, testing improvement ideas through PDSA cycles, collecting and sharing data, and capturing learning and patient feedback. The funding is intended to recognise the additional time and resource required to participate in these activities.

Funding available (up to £4,000 total funding)

PCNs may apply for either pilot or both pilots. Where a PCN participates in both pilots, it may receive up to £2,000 in total (£1,000 per pilot). Funding will be paid on completion of agreed deliverables.

This funding is not intended as payment for the routine delivery of Structured Medication Reviews, Annual Health Checks or Health Action Plans, which are funded through existing contractual arrangements. Instead, it is designed to support the codesign, testing and evaluation of improvement approaches that can inform future practice and improve outcomes for people with a learning disability.

What participating PCNs will do

Successful PCNs will work alongside Health Innovation West Midlands and programme partners to:

  • Test and refine improvement approaches for Health Action Plans and/or Medication Reviews

  • Share examples of good practice, learning and challenges
  • Gather feedback from people with a learning disability, families and carers
  • Contribute to a final case study, improvement summary or QI poster
  • Support programme evaluation and dissemination of learning

Benefits of participation

Participating PCNs will have the opportunity to:

  • Shape future ICS wide approaches to learning disability care
  • Influence future MedSIP guidance and implementation within Coventry and Warwickshire
  • Be recognised as an early adopter site
  • Showcase innovation, best practice and improvement work
  • Contribute to improving outcomes for people with a learning disability
  • Support the development of evidence that can influence wider adoption across the region

To be eligible for funding, applicants must:

  • Have at least one GP, one pharmacist and one project lead per project involved in the pilot across participating practices
  • All practices within the PCN must actively test the agreed change ideas as part of the pilot

  • Be willing to collect and submit agreed quantitative and qualitative data throughout the pilot period
  • Be willing to gather and share patient, family and/or carer feedback
  • Be willing to share learning, challenges, best practice examples and improvement outcomes with the wider programme
  • Be familiar with quality improvement methodology, including SMART (Specific, Measurable, Achievable, Realistic, Timebound) aims and PDSA (Plan, Do,
    Study, Act) cycles
  • Be willing to sign a Service Level Agreement (SLA) if selected

Please complete the attached Expression of Interest form and return it by 5:00pm on Monday 2nd November 2026.

The form will include the following questions

  1. Why your PCN would like to participate?
  2. Why should your PCN be selected?
  3. What improvements you hope to achieve through the pilot?
  4. How will participation benefit people with a learning disability in your area?

If you have any questions, please contact Kanwal.umer@healthinnovationwm.org

Please note that funding is limited, and submission of an Expression of Interest does not guarantee selection. Applications will be reviewed against the overall programme objectives.

What happens next?

Following the EOI deadline, applications will be reviewed by the MedSIP programme team. Up to two PCNs will be selected for the Health Action Plan Improvement Pilot and up to two PCNs will be selected for the Structured Medication Review Improvement Pilot.

All applicants will be notified of the outcome by 9th November 2026. Successful PCNs will receive an onboarding pack, Service Level Agreement (SLA), reporting templates and details of the mobilisation meeting scheduled from 9th November 2026 onwards.
